Packet Loss through VPN Tunnel

hello all
i have now been using a site-site vpn with astaro<->m0n0wall (1.22 on WRAP) for about 1 year without any problems.
unfortunatley I am experinecing now an immense packet loss within the tunnel whereas pinging the external address of the router and the m0n0wall WAN interface gives absoluteley stable results.
Clients on the remote site (using m0n0wall) are depending on terminal services to which connection constantly keeps braking down..
Any Ideas?
Thanks in advance.
tony

Perhaps one of the involved ISPs has begun engaging in traffic shaping or degrading of encrypted packets.

Just a thought.
