Hi,

The DNS forwarder lets you specify a DNS server authoratative for a particular domain.  Can this server be one that is reachable via an ipsec tunnel?

I tried it, and it didnt seem to work. Basically we have some branch offices that we want to be able to tie into our corporate DNS, but want them to be able to use their own ISP's DNS servers and the forwarder for everything else.

Maybe i'm misunderstanding the purpose of this feature in m0n0wall.

Yes, but you need a static route. See the SNMP over VPN FAQ.
