Im having problems with my monowall 1.231 running on a embedded PC

GX1-233 MHz processor 64MB Ram and 2 x 100Mbit Ethernet ports

The Specs can be found here: http://www.advantech.com/applied/products/PCM-5823_ds.pdf

The maximum routing bandwidth when I'm downloading is between 6-7Mbit/s. I have a 10Mbit/s cable connection.
The cpu usage while downloading with this rate is around 70 % and memory usage is about 46 %.
When Im trying to download over a  monowall 1.231 which is hosted on a normal pc (1ghz athlon / 512 mb ram) I get the maximum amount of 10Mbit/s.

So the question is: What could be the problem? Considering that the cpu usage is not at 100% on the embedded PCM-5823 when Im downloading.

Greets

What kind of hardware is it specifically? It's probably some issue specific to that particular hardware, maybe a BIOS quirk, NIC quirk, or something like that.
