Traffic Shaping

It seems once WPA is turned on, and the system rebooted, I am not able to recieve a DHCP address on the WAN. 

I have traced it down to having the Captive Portal turned on, and WPA turned on.  Even if I turn off the Captive Portal WPA still does not work.  I have to wipe and reload from hand. 

If I reprogram everything except the Captive Portal.....everything works great.  But, once the Captive Portal is turned on....I am able to login, but do not receive a DHCP address (from the DHCP service).

Any Suggestions?
