Is there a way to track what ip is hogging the bandwidth,

i have it set to where only certain mac address can even get a ip address handed to them and no dynamic ip address are handed out

i want to know what ip address is hogging all the bandwidth,

someone told me to look in state rules, but i want to knwo what ip address is using it all

Looking at the firewall states will show you where traffic has been going.  If you want more data than this, you might try putting a sniffer on your network to check out the traffic.

ok how about this, is there a way that i can have anyone that is on a certain lan, say opti restricted to a certain bandwidth pool,

the problem i am having is that i have a apartment building and they all share my internet and i want them to pool a certain amount of internet only, and that is all, could i limit them on the opti 1

Absolutely.  Have a look at the Traffic Shaper.  There is some good documentation in the handbook and a dedicated board on the forum.
