Is there any way to configure m0n0wall to allow broadcast communications to be passed over a PPTP or IPSEC VPN tunnel?

I've got machines on the local network sitting behind the m0n0wall that VPN clients need to communicate with that rely on broadcast traffic.

Any ideas?

Is this a NAT/Firewall issue that I can resolved by adding some specific rules to forward or allow the broadcast traffic from the VPN clients?

Just a workaround, I feel your pain.  You can have a server within your network broadcast VPN traffic (Linux, Windows, etc.) by basically have the PPTP forwarded to those machines inside your network.  It's not as sexy as having m0n0wall be the PPTP server (which I much prefer), but it's a workaround at least.
