I'm presently running net45xx-1.235.img without any problem, and decided to try the latest embedded-1.3b15.img which yields the below error

From the Hardware section of the m0n0wall site. The error message saying out of swap seems to contradict the below, but it really doesn't matter. 32MB is apparently a bit thin for the later releases.

The recommended amount of RAM for m0n0wall is 64 MB. It might work with less, especially if you don't use a lot of features/services, but there are no guarantees about that – watch out for failing firmware uploads (m0n0wall does not use swap space, so it can't do much about running out of memory).

To be fair, the m0n0wall site already suggests that "m0n0wall 1.3b is based on FreeBSD 6.x and has better hardware support than the FreeBSD 4.x based versions (up to version 1.23x), as well as a few new features. However, it also has higher hardware requirements."

I haven't found any official documentation yet outlining the future minimum requirements for the 6.x/7.x based branch, guess because we are still at a beta stage.

Personally I'm much more interested in the 6.x "better hardware support", ie. I have a 32bit wireless cardbus I can't use right now, than in the "new features".

So IF regrettably, m0n0wall's new hardware memory requirements start by 64-128MB, I personally wouldn't mind and hope that Manuel & Co could leave an avenue open for an unofficial and unsupported CF swap capable alternative.
