Why can't I use PHP in the Captive Portal script when everything on the Monowall is writen in PHP???

The .html extension isn't listed as a php script, though I think there is a hack to include the .html, .htm files as php compilable, not sure where though.

The webserver for m0n0wall and the webserver for CP are actually different servers.  There is no php in the CP server.
