I have had inbound nat working for years, with external port 22 mapped to internal port 22 on my ssh box.  No problems.

Well, I want to map external port 80 to internal port 22, so I change the NAT config accordingly.  As I understand it, the firewall rule allowing traffic on port 22 to the internal host should still be correct.  However, it just doesn't work.  80 and 22 both show up FILTERED to the world.

I deleted my entire NAT config and allowed the system to create the rule for me with the same effect.

Is there some known issue here or am I doing it wrong?

Sounds like you've done everything right. I suspect your ISP is blocking 80. Try a different port.
