I one external corp that keep getting delay between there email and our spam filter

I want to redirect them by bypass the spamfilter and go directorly to our email

Now I know that not the right way to do things but the bosses beileve our end anyways long story short I be glad any help to get this rule working

The first rule is any network on 200.x.x.0/24 go to 192.168.1.10 which is our email server
then all email go to 192.168.1.15 which is our filter

there email is ip 200.x.x..41 so it should match the first rule and go to email but it not it going  to spam filter please help
