Is their a way  to redirect packets based on their source IP address and port to a different destination address and port?

Lets say I want to do something like:

UDP packets from X.X.X.X going to any host on port 5060
Should be redirected to Y.Y.Y.Y on port 5061

m0n0wall allows you to configure this without error, but it does not work. I used to use a GNATBox router which is also FreeBSD based, and it worked there.

I had a rule for some time that took a high port number inbound to ssh(22) on the inside and it worked fine ....

Yes, this works. But you can not redirect packets from your WAN IP and port to another public IP and port. That did work in GNATBox.
