I have PPTP on my monowall. Only one user is allowed to connect.
Is it possible to block all public IP's except the user allowed to connect?

Did you try a block rule in the firewall from WAN for source NOT yourdesiredipaddress and destination any port 1723 for ? (And put in on top?)
