Is there currently a way to throttle bandwidth per user.  For example, specify a speed limit of 256kbit for each connected user?

to limit a user(computer) to a upload speed of 256 you need:

1 tunnel with 256kb/s speed
1 queue with 100% weight (connected to that tunnel)
1 Rule for wan saying: all traffic from x.x.x.x (computer ip) goes to queue (configured above)

this is not shaping, only limiting, if another computer tries to use 100% of upload it will lower the limited computer speed.
this only makes sure that no mater what, that computer wont upload faster then 256.

I think there's a shortcut if you want all users to have the same limit, like a single rule with a mask that matches every IP on the subnet. I'll have to look into it some more, or maybe somebody else knows.

bump on an older unanswered thread.

i just installed generic pc 1.3 and intend to do some testing. what is the best method of implementing download and upload bandwidth throttling for a residential apartment building where each unit is in its own vlan? or would pfsense be better suited for this?
