I'm trying to setup a network device and one of the instructions is to enable IPSec passthrough on my firewall. I'm using M0n0wall 1.32, but I haven't found any place to enable this feature. Can anyone tell me where this is?

I don't think there is any option to explicitly enable 'IPsec Passthrough'.  You'll need to set up your own NAT/Firewall rules.
