i have network like this

router -------------- m0n0 -------------- AP 1
                                         |---------------AP 2
                                         |---------------AP 3


Router IP      : 10.10.10.1
M0n0 WAN  : 10.10.10.251
               GW : 10.10.10.1
M0n0 LAN   : 192.168.100.1
          DHCP : 192.168.100.2 - 100

How can i ping network 192.168.100.0/24 from ip 10.10.10.1 n allow remote AP webconfigurator from ip 10.10.10.2 (router network) ?

any help appreciated

You'll need to do two things.  First, on the WAN page make sure you uncheck the box that says 'Block private addresses'.  Second, you'll have to make a firewall rule to allow traffic to pass through.

You'll want your rule on the WAN interface something like this:
Protocol Source Port Destination Port Description
Any10.10.10.0/24*192.168.100.0/24*Description

No,  I don't believe it will need a static route.  M0n0wall should create what you need there automatically.
