Now I'm assigning IP addresses only to known clients (whose MAC and IP is added on the reservations list).
But I would like to have a second (independent) subnet and this subnet would be accessible from any MAC address. I would allow only a specified services to be routed from subnet2 to subnet1...

I have done it by adding a second network card, where I started a DHCP server with no restrictions giving IP addresses from the subnet2 range. But the problem is, that this DHCP server gives IP addresses to clients on the reservation list of subnet1.

Is there any way to set DHCP server priority, or some timeout? If the subnet1 DHCP won't give any IP, the subnet2 in about 10sec would?
