I have poked around the mailing lists and this forum, please excuse me if these questions have been answered.

M0n0 is designed to forget previous states on reboot. Is there a fuction to save the state of the DHCP server across a reboot?

If not, can the DHCP leases (active and inactive) be saved and reloaded via /exec.php?

No.  However, the DHCP server is not totally ignorant, and will not give out IPs being actively used. Also, on renewal, DHCP clients try to keep the same IP, and m0n0wall allows this.  It is only for computers that are off during the reboot that you will loose.
