i tried to upgrade from 1.1 to 1.3b2 but repeatedly go.
download was successful, but when i hit the "upgrade" button.
 it gave this error message:
server busy try again later.
i gave up on 1.3b2  and next downloaded 1.23.
 this upgrade went
easily without any error messages.

I believe that's related to the PHP file size limit, which was first increased in some 1.2x version. You should be able to upgrade from 1.2x to 1.3.
