I've configured m0n0wall 1.8.1 using vouchers with the captive portal and have uploaded a custom webpage with only the voucher code field for guest access however I have found that anyone can just click the continue button without entering a code and get through.

The users appear as unauthenticated but can still access the network and are still transferring data.

I couldn't find if this was a bug or if I need to add another configuration parameter?

I've added JavaScript form validation to the portal HTML to check for a blank field but this will only stop modern devices with JavaScript.

Could it be that the case when RADIUS is set to No and Vouchers are yes that the catchall is being skipped?

The log shows the connections being accepted.

What is your authentication on the captive portal tab?  It should be local users, not "No Auth."

Yes, Set to No authentication.

No other options on the captive portal page are set except a 60 minute idle timeout, 480 minute hard timeout and the 'Enable logout popup window'

With "No Authentication" there is (wait for it) no authentication. Smiley  Try "Local User."
