Can the SoftEther VPN server be used to handle VPN client connections ?

Could it?  Yes...  It has a FreeBSD port, and should run.  But...

It is in a rapid development phase and is releasing patches often.  While m0n0wall is in a very stable development phase and releases patches very infrequently.  This would lead to a lot of work keeping it current or stale VPN packages...  Not a good thing.

Also, it is a not well known, and non-standard VPN.  There are others that are more well known, and more stable.  (l2tp and openvpn come to mind)  They might be better choices.

That said, if you want to do some work integrating it, it might be accepted.  Right now, m0n0wall VPN is a bit behind the curve.
