I can confirm this problem. 1.3b3 contains a php binary that lacks radius support, which needs to be added to the php source prior to compiling it (see m0n0wall developers guide at http://doc.m0n0.ch/dev/image-guide-packages.html).

Probably already known by Manuel and on his fix list.
