I forvarded ports. but from longer distances nobody can.t login to ftp server. Monowall doesn.t showing any messages, but there is clients error:

Sounds to me like you do not have your m0n0wall setup to NAT the passive mode port range to your FTP server.  setup your FTP server to use a passive port range like 50200 to 50231 then NAT that same range to your FTP server.  Also, you will need to tell your FTP server what public IP your WAN port is using.
