Without the monowall in the middle, when I connect a pc directly to the cable modem, the speed of the internet connection is close to a meg download and approximately 700kbps download, which it is suppose to be. but when I go through the Monowall router, the speed comes down to about 400kbps download and anywhere from 50-60kbps upload. The network cards (LAN and WAN) are are negotiating at 100kbps with 100BaseT Full Duplex.
I thought may be the hardware is the culprit, so I changed the hardware(new Machine) and made sure that the NICs are set to 100BaseT Full Duplex, but this did not make any difference either.

I am at a lost and was wondering if anyone has a solution. I have inherited MonoWall and am not much familiar with it.

Are there any traffic shaping rules in pace? If si try disabling the traffic shaping and try your speed test.
