Hello folks,

 I'm using PPOE connection to WAN (City) network. In order to use Internet I have to use VPN (PPTP or IPSEC) connection after connecting to PPOE. Thus I have to use VPN over PPOE.

 Can someone please tell me - is it possible to achive this in m0n0wall? I mean to setup configuration that automatically connects to PPOE and then connects to remote VPN Server (and routes every packet to it).

You can't do it with PPPoE and PPTP. The WAN interface can only be configured for one of these at any time. It might be worth sticking a feature request for PPPoE and PPPTP combined WAN connection. It might be possible with PPPoE and IPSec, you would have to set the tunnel up with a far end network of 0.0.0.0 and I'm not sure how it would handle the routing table with this, as the IPSec routes don't appear in the routing table.  Worth a try.  Other than this, you would need some intermediate box that does the PPPoE connection and then run PPTP from the mono box.
