How would I go about configuring the Captive Portal to simply display a "Terms And Conditions" where the user just has to click "I Agree" to proceed to the internet?

In the captive portal users section create "anonymous" username and password account that won't expire.
Allow concurrent logins.
*Maybe something similar could be done with the vouchers.

Start writing the beginning of the index.html page.
On the captive portal index.html page fill out the form create a paragraph with terms of service.
Add the login form where You have already set default values for user and pass and set these parameters as hidden.
Modify the submit button displayed text to say I Agree instead of Submit or Login.
Finish the end of the index.html page.

Upload the index.html page.

In the Captive Portal setup, under Authentication, choose "No Authentication."  Now you do not need a username or password.  Just the rest of he form codes...
