I have 15 pcs network, with 15 magicjack plus connected with USB ports and I want to run only magicJack not even web browsing I discussed with magicJack they are saying its uses ports UDP 5060 to 5070 , TCP port 80 and TCP port 443 now my question is if I allow port 80 it also open web browsing so is there any other smarter way to stop web browsing?

secondly it would be good idea if I will assing 128 Kbps to each user via pipe in traffic shapper ??

If you knew the IP addresses that the TCP port 80 activity is using you could allow them and them only.

A good place to look would be in the firewall states table.
