Any reason why beta snapshots are not available anymore?

v1.8.1 was released from build 562
current v1.8.2b is build 571

I have been trying to find out for a while now, who maintains the root website?  Is it still Manuel?

I am not sure I ever knew who maintains it, but Manuel would be my guess.
