Will m0n0wall ever have secondary WAN support with load balancing?

Also, is there a way to limit the downstream speed of specific host computers regardless of overall transfer rates, while leaving other hosts unrestricted?

That's not easy because of the way TCP/IP works. If you limit upstream ACKs from that host you should sort of be able to accomplish that.
